Carta a Allamand: Reactivar el TPP-11 es una maniobra antidemocrática y colonialista que impone un modelo económico que no beneficia a Chile
Chile está exportando su suelo, su agua en perjuicio de la realidad del campesinado chileno y el TPP-11 apunta a intensificar este sistema, sostienen los dirigentes sociales.
Este martes fue entregada en la Cancillería Chilena, la carta escrita por la organización Wallmapu sin TPP y firmada por más de mil personas pertenecientes a distintas, organizaciones sociales, campesinas, ambientales, etc en la que dan a conocer al Ministro Andrés Allamand su rechazo a que el TPP-11 sea aprobado previo a la redacción de una nueva Constitución.
“Sabemos que una eventual ratificación del TPP-11 significará una camisa de fuerza de cara a la discusión constitucional venidera y una seria limitación de los derechos sociales que los pueblos de Chile esperamos queden plasmados en el nuevo documento refundacional del país”, declara el documento.
Sobre estos nuevos intentos por parte del Gobierno de reactivar el trámite del TPP-11 durante el proceso constituyente Alejandra Parra, de la Red de Acción por los Derechos Ambientales Araucanía declara que: “Es una Maniobra completamente antidemocrática que pretende superponer los intereses de la élite económica mundial por sobre los intereses, necesidades, derechos de la ciudadanía y de los pueblos. Es además una maniobra colonialista porque de nuevo nos vienen a imponer un modelo económico extranjero, globalizado que beneficia a otros países más que al nuestro”.
Además de las implicancias en la soberanía del país y las consecuencias que la ratificación de este tratado pueda tener en la nueva Constitución, a los movimientos sociales les preocupa los daños ambientales y la vulneración de derechos que produce la profundización del modelo extractivista.
Raimundo Marchant de la ONG permacultura Río Puelo de la Región de Los Lagos opina que el TPP-11 “apunta a consolidar este sistema de exportación, de agricultura convencional intensiva y dejando de lado las problemáticas sociales, ambientales y económicas de las realidades de nuestra población.” También explica el daño que ha hecho la agricultura tradicional de exportación a los bosques nativos por la deforestación que ésta produce. “Chile está exportando su suelo, su agua en perjuicio de la realidad del campesinado chileno”, señaló Raimundo.
Por su parte, Lucía Sepúlveda del Comité Socioambiental de la 8M, Considera que el TPP-11 y los Tratados de Libre Comercio en general, definen a la mujer como un objeto laboral, puesto que la forma en que enfoca los derechos laborales es muy equívoca, ya que se remite a respetar los derechos laborales estipulados por la OIT hace 20 años e ignora todas las conquistas que las mujeres hemos ganado, como los permisos postnatales y prenatales.
Lucía también apunta a las condiciones de trabajo de las mujeres en las empresas agroexportadoras que será un rubro beneficiado por este tratado. “En el fondo, el TPP-11 va a fortalecer un sistema de producción, en el agro sobretodo, que va contra la salud de las mujeres. La forma convencional de la agricultura implica muchos costos de salud para las mujeres, condiciones congénitas de sus hijos, deterioro de las capacidades laborales muy rápido por la forma en que se trabaja tan intensiva y que no es reconocida en términos salariales”, indica. “En este tratado las mujeres son vistas como objetos de capacitación para ser integradas al mercado laboral”, concluye Lucía Sepúlveda.
Organizaciones firmantes
Las organizaciones que suscriben la carta a Allamand a partir de la iniciativa llevada adelante por Wallmapu sin TPP son más de 450 en total, desde el Norte Chico («Valles en Movimiento», de Monte Patria y Limarí) hasta Cochamó («Permacultura Río Puelo», de Los Lagos) en el sur. Incluyen mayoritariamente asambleas territoriales, cabildos, coordinaciones, redes territoriales y miembros de movimientos sociales tales como Valles en Movimiento, con un número muy importante de organizaciones de pueblos originarios y campesinas.
Entre los adherentes del Wallmapu está la ANEF Araucanía, Ad Kimun, PDTI Kurarrehue, Paimuri de Paillaco, y en la zona centro resaltan OLCA, ANAMURI, las Mujeres de Zonas de Sacrificio así como la Escuela Agroecológica Reberde.
También suscribieron comités y colectivas feministas y mesas sociales territoriales, colectivos ambientales como el Comité de Defensa de Paine, ONGs ambientales como “Alianza Basura Cero Chile” y la Red de Acción en Plaguicidas RAP-Chile y asimismo sindicatos campesinos y del Retail, entre otras múltiples asociaciaciones tales como juntas de vecinos, medios de comunicación populares y agrupaciones de variados temas. Además se hicieron parte de esta demanda personas y ciudadanas, muchos de ellos estudiantes.
