Chile Mejor sin TLC insiste en que TPP-11 debe ser estudiado por las distintas comisiones del Senado

La Plataforma ciudadana exige a los parlamentarios que escuchen los argumentos de la ciudadanía y no se escuden en un protocolo de entendimiento sin ningún peso legal

El TPP-11 se ha mantenido en su segundo trámite constitucional en el Senado desde el 17 de abril de este año, luego de ser aprobado en la cámara de Diputados, desde esa fecha la plataforma Chile Mejor sin TLC ha hecho llegar diferentes cartas en las que solicitan que el Tratado Transpacífico sea analizado por las distintas comisiones del Senado, sin embargo estas peticiones no sólo no han sido satisfechas si no que no han tenido ningún tipo de respuesta formal por parte de los parlamentarios.

Considerando esta situación, los integrantes de la plataforma ciudadana han reiterado las solicitudes a las comisiones de trabajo, salud, Medio Ambiente, Derechos Humanos, agricultura y Economía y hacen un llamado a los senadores a que escuchen a la sociedad civil antes de votar el tratado.

Únicamente la Plataforma Chile Mejor sin TLC ha hecho el trabajo de informar a la ciudadanía sobre este tratado y una de las maneras que hoy estamos demandando para que este debate se pueda  profundizar es que pase por comisiones especializadas como es la comisión de salud, comisión de agricultura, porque sentimos que este tratado efectivamente tiene un conjunto de disposiciones que afectan a la sociedad chilena y está siendo tramitado de manera poco transparente, explica Patricio Véjar coordinador de la Comunidad Ecuménica Martin Luther King. 

Patricio Guzmán de la Fundación Constituyente XXI, considera de suma importancia que más comisiones  discutan los temas del TPP-11 y reciban a los ciudadanos organizados por lo que le parece una falta de educación y respeto que los senadores no contesten las solicitudes. “Esto es un tratado que va a afectar toda la vida, entonces es lógico que esté en salud, trabajo, en las distintas comisiones y nos parece insólito que no discutan, si quiera, un tratado de tal importancia que va a estar por sobre las más importantes leyes del país incluyendo la constitución”, declaró el economista.

Aunque las críticas sobre la privatización de semillas, retraso en ingreso de medicamentos genéricos y amenazas a los Derechos Humanos y laborales han sido calificadas como mito por parte del gobierno, la SUBREI (Antes DIRECON) decidió contestar dichas preocupaciones a través de un protocolo de entendimiento del tratado. Dicho documento, si bien no tiene ningún valor jurídico fue firmado por el Ministro de Relaciones Exteriores y los senadores de la Comisión de RREE para justificar la aprobación de un tratado que es rechazado por todas las organizaciones sociales y sindicales.

La justificación que se dio en comisión de RREE y Hacienda para aprobar el TPP-11 fue que “la DIRECON había comprometido un protocolo en que las principales cosas que preocupan a la ciudadanía quedaban resguardadas pero el protocolo no resguarda nada, no es un instrumento legal cualquier jurista lo puede decir, es papel picado, una declaración de buenas intenciones frente a un tratado que tiene toda la fuerza legal sobre cualquier otra ley, nos extraña mucho que senadores de la república acepten eso como un argumento para votar”, comentó Patricio Guzmán, economista e integrante de Chile Mejor Sin TLC.

Por su parte, Patricio Véjar considera que “producto de nuestra crítica a este tratado se ha inventado un protocolo, una especie de varita mágica que en realidad no tiene ningún fundamento legal y también es necesario que eso sea aclarado y debatido profundamente”.
