Chile Mejor sin TLC participa en encuentro para debatir sobre cumbre del G20 en Argentina
Dentro del Foro Social Mundial en Salvador de Bahía, Brasil, se desarrolló el taller de estrategia “G-20, el camino hacia la cumbre de Buenos Aires, 2018” el día 17 de marzo. Con la presencia de organizaciones y redes de diversos países, el taller conversó sobre los modos de garantizar una amplia participación de organizaciones sociales regionales e internacionales en las actividades que se desarrollen en paralelo a la Cumbre de Presidentes del G-20 en Buenos Aires, a realizarse 30 de noviembre y 1ero de diciembre de este año.
“El G-20 nació en 1999 como un foro para intentar resolver la crisis asiática, aunque sólo reunía a los Ministros de finanzas y Presidentes de Bancos Centrales. Luego de la crisis de 2008, son los presidentes que se reúnen para resolver otra crisis que ellos mismos provocaron”, manifestó María Elena Saludas de ATTAC Argentina y del CADTM. Y continuó: “los 3 ejes de trabajo que el gobierno argentino propuso para el G-20, son el “futuro del trabajo”, “la infraestructura para el desarrollo” y “futuro alimentario sostenible”, lo que realmente demuestra que la visión que se tiene es más de lo mismo y, no se piensa en salidas alternativas a la crisis climática, económica y social que provoca el capitalismo”.
El taller discutió los modos de tender los puentes entre los diversos temas, para así sumar a las organizaciones a partir de sus propios intereses de agenda. En ese sentido, Jorge Coronado de Latindadd explicó que la agenda del G-20 es más amplia que otros foros globales como la OMC, lo cual interpela a las organizaciones sociales de todos los continentes, y que además hay que aprovechar la experiencia de lucha de las anteriores cumbres del G-20 en diferentes países.
Jacqueline Balvet de ATTAC Francia comentó que el movimiento social europeo puede ser interpelado a partir de vincular al G-20 con la exigencia de liberalización comercial y políticas de austeridad que traen los Tratados de Libre Comercio, como el negociado entre la Unión Europea y el Mercosur o el Tratado Transatlántico (TTIP). Por otra parte, según Rómulo Torres de Latindadd, “en este foro se condensan varios ejes de intervención política de los movimientos, como, por ejemplo, la crítica al financiamiento de la infraestructura. El caso de las más de 20 megarepresas hidroeléctricas proyectadas en la región amazónica clarifica esta situación. Este proyecto genera nuevas deudas para los países y, además compromete los ahorros de los ciudadanos mediante el uso de los fondos de pensión para hacer estas megaobras”.
Graciela Rodríguez de la REBRIP aportó que “hoy el papel del G-20 es domesticar a los pueblos díscolos, atraparlos con políticas económicas de ajuste en el marco de un capitalismo que expolia de un modo cada vez más violento”. Por ello no es casual que la cumbre del G-20 se realice en Argentina, ya que el objetivo es doblegar al movimiento social latinoamericano, que es muy dinámico y ha producido grandes cambios. En ese sentido, la realización del G-20 en Argentina es la excusa para que el gobierno desembolse más de 100 millones de dólares en la compra de equipamiento militar de seguridad y de guerra, entre aviones, helicópteros, escudos aéreos anti- misiles, además de cascos, vallas, balas, chalecos antibalas y gases antidisturbios para el uso de la policía local. Se evalúa que “el G-20 va a dejar en Argentina un enorme equipamiento de las fuerzas de seguridad nacionales, cuyo uso posterior va a ser el control de la población y la represión de las organizaciones sociales”, comentó Luciana Ghiotto de ATTAC Argentina y de la Asamblea Argentina mejor sin TLC.
La intervención militar en el continente no es nueva, recordó Camille Chalmers del CADTM y presidente de la Sociedad de Economía Política de Latinoamérica (SEPLA), ya que Haití sigue sufriendo la intervención militar de los países de la región mediante la MINUSTAH, por lo cual es evidente el vínculo entre control político y el avance de la militarización.
El taller identificó que uno de los puntos a trabajar con fuerza de cara a esta Cumbre es la comunicación de los temas vinculados al G-20. Patricio López, coordinador de la Plataforma Chile mejor sin TLC comentó que “es importante el trabajo con los medios de comunicación, para poder explicar por qué esta cumbre nos afecta a todos los países de la región, no sólo a los tres países latinoamericanos que son parte del G-20”. Del mismo modo, Florencia Partenio de DAWN y la Asamblea Argentina mejor sin TLC manifestó que “es necesario que se avance en un proceso activo de formación de las organizaciones sociales para poder vincular los temas globales con los temas específicos de agenda más local. Para eso hay que usar todas las herramientas posibles, como formatos virtuales, cuadernillos, cursos de formación además de avanzar en investigaciones sistemáticas que nos den herramientas para intervenir políticamente”. Finalmente, el taller recordó la importancia de que las acciones hacia el G-20 incorporen a todos los sectores posibles y de todos los continentes. También se manifestó el apoyo al movimiento social en Argentina que será la base dinámica para garantizar las manifestaciones, acciones directas y reuniones de discusión.
