COMUNICADO | Aunque el TPP se frene, Chile sigue cediendo soberanía con nuevos TLC
La plataforma de organizaciones sociales afirmó que el problema no es que el TPP esté o no muerto, sino que Chile debe evaluar los últimos 26 años de política de apertura comercial y demostrar si los beneficios prometidos han terminado cumpliéndose. En caso contrario, afirman, debería congelarse la firma de nuevos acuerdos.
Donald Trump anunció que una de sus primeras medidas al asumir la presidencia de los Estados Unidos sería retirar el TPP de la agenda de su país, hecho que congelaría este cuestionado tratado de libre comercio de segunda generación. En paralelo, se produjo el rechazo generalizado de organizaciones sociales y civiles en los 12 países suscriptores que se movilizaron para que sus respectivos parlamentos no lo aprobaran.
Tras este anuncio se masificó la idea de que con la “muerte” del TPP se daba por cerrada una amenaza directa a los derechos humanos y la soberanía de los países firmantes. Pero lejos de ponerle fin, el fracaso del TPP deja un espacio disponible para la disputa expansionista de grandes economías, como son los casos de China y Estados Unidos.
Es por eso que la Plataforma Chile Mejor sin TPP afirma que el Tratado puede ser reactivado, en un contexto de incertidumbre respecto a las políticas de Trump. Pero además que el tema de fondo -el libre comercio con cesión de soberanía y destrucción del medioambiente- podría agravarse en los próximos años, especialmente en el caso chileno.
Esteban Silva, de la Fundación Constituyente XXI, afirmó que “hay un ajuste y una gran puja mundial en el propio capitalismo entre los partidarios del libre comercio con protección versus otros países como Chile, que buscamos un comercio equitativo y más justo, que no haga abuso de las asimetrías económicas”.
En ese contexto, la Plataforma hizo un llamado a que la ciudadanía organizada del país se prepare para enfrentar estas amenazas. Paulina Acevedo, del Observatorio Ciudadano, afirmó que “si bien es cierto que el TPP está aparentemente desahuciado y es probable que no avance en su tramitación, va a venir otro acuerdo comercial que va a utilizar la misma base. De hecho, el tratado entre Chile y Uruguay ya las tiene, y el TISA, acuerdo de los servicios públicos entre 50 países, tiene la misma configuración”.
En efecto, actualmente la Cancillería chilena se encuentra negociando otros tratados de libre comercio que amenazan igual o de manera más potente los derechos humanos. Ejemplo de esto es el TISA (Trade in Services Agreement), acuerdo que busca la liberalización de nuevos sectores y la reducción del aparato público.
“El espíritu del TPP sigue intacto y activo -afirmó Silva-, por más de que el texto mismo no llegue a la concreción. La presión corporativa para convertir al mundo en una enorme factoría global y garantizarse ganancias superlativas en cualquier circunstancia sigue siendo una amenaza que no es enfrentada por la Cancillería chilena”.
Ambos voceros exigieron al Gobierno que no continúe las negociaciones del TPP ni de nuevos acuerdos comerciales mientras no se realice una evaluación exhaustiva de la política de apertura comercial chilena en los últimos 26 años, para que el país sepa de verdad cuáles han sido sus supuestos beneficios y quiénes han pagado los costos.
