Comunicado | Chile mejor sin TPP fustiga al Gobierno por dilapidar $2.400 millones en negociación del Tratado Transpacífico

La Plataforma considera que ese dinero, equivalente a 4 millones de dólares, utilizado en las negociaciones del TPP, “demuestra que la Direcon se manda sola” y que se trató de recursos “dilapidados sin preguntarle a los chilenos y más encima tirados a la basura”.

Las negociaciones del Tratado Transpacífico se remontan al 2010, bajo la presidencia de Sebastián Piñera, y hasta el año pasado, la Direcon desembolsó un gasto fiscal de al menos 4 millones de dólares en un tratado que finalmente fue desechado. Esto, sin considerar los gastos que respecto al mismo TPP realizaron otras reparticiones del Estado. Además, el número aumentará, puesto que en la actualidad el gobierno de Japón busca resucitar el Tratado Transpacífico y durante mayo habrá nuevas reuniones en Canadá primero y luego en Vietnam.

La Plataforma Chile Mejor sin TPP considera que un punto fundamental es que el Gobierno tiene la potestad de iniciar negociaciones sin consultar ni siquiera al Parlamento, además del impacto fiscal que esto significa. Hecho que se agrava ya que, tras 26 años de una política comercial abierta y habiéndose convertido Chile en el país con más acuerdos en esta materia, todavía no se realiza una evaluación seria que demuestre los supuestos beneficios que han traído para la población.

Asimismo, no existe una instancia de verdadera participación ciudadana en las negociaciones de tratados comerciales de esta magnitud. Como se sabe, el TPP fue negociado en secreto y sólo se supo de él a través de las filtraciones de su borrador por parte de WikiLeaks en 2011. Por el contrario, está acreditada la estrecha participación en las fases previas de las grandes corporaciones.

Carlos Figueroa, militante de Revolución Democrática e integrante de la Plataforma, señaló que: «es posible que hayamos cometido en gran error cuando le entregamos al Estado la potestad de gastar millones y millones sin consultarle a nadie».

Además agregó que «no creo conocer otro tratado más mal manejado que el TPP. Al conocer estas cifras más se confirma la irresponsabilidad de haber negociado en secreto y a espaldas del Parlamento un tratado que nunca vio la luz. El Gobierno ha sido irresponsable con los chilenos respecto al TPP y ésta es una nueva demostración”.

Por su parte Tomás Lagormarsino, presidente de Fundación Equidad y miembro de la Plataforma, dijo que: “además del monto que ha sido gastado para la negociación del TPP, lo crítico es que ese dinero fue ocupado para negociar un tratado perjudicial para los chilenos y más encima fue tirado a la basura”.

Finalmente indicó que ”sería importante reactivar proyectos de ley que duermen en el Congreso que le dan a los parlamentarios mayor participación en las negociaciones e incorporar mecanismos reales de participación ciudadana, para que la Direcon no se mande sola”.
