Comunicado | Chile Mejor sin TPP rechaza esfuerzos de Chile por resucitar el Tratado en encuentro en Viña del Mar
La Plataforma afirmó que “los intentos por reformular el TPP dan cuenta de una acción desesperada del Gobierno por imponer un modelo de apertura comercial sin que sus consecuencias hayan sido evaluadas, a pesar de que la evidencia indica que requiere ser replanteado de modo urgente”.
El canciller Heraldo Muñoz, en representación del Gobierno de Chile, no ha disimulado sus esfuerzos por retomar las negociaciones en base al TPP con el fin de que Estados Unidos se haga parte del mega acuerdo. Debido a lo anteriormente mencionado, es que citó a una reunión extraordinaria el 14 y 15 de marzo en la ciudad de Viña del Mar, a la que convocó a los 11 miembros restantes del Tratado Transpacífico además de China, Corea del Sur y Colombia.
Para la plataforma Chile Mejor sin TPP, la insistencia de Chile en el TPP, un acuerdo que tratan de reformular a como de lugar tras la salida de Estados Unidos, da cuenta de una acción desesperada del gobierno por imponer un modelo de apertura comercial como mecanismo prioritario de crecimiento económico y que a todas luces requiere ser replanteado de modo urgente, en especial tras los cuestionamientos que siguen sucediéndose, tanto de órganos de tratados de Naciones Unidas por su afectación a derechos humanos, así como por diversos centros de estudios que han plantado reparos a sus premisas y disposiciones.
Paulina Acevedo, del Observatorio Ciudadano e integrante de la plataforma, afirma que si hay algo que evidencia la decisión de Trump, los reveses que experimenta el CETA en Europa o la salida anticipada del TISA -que Chile negocia junto a más de 50 países- de Uruguay, Paraguay y Singapur, “es que este tipo de mega acuerdos comerciales no son realmente beneficiosos como se presentan, en particular para economías pequeñas como las de Chile, entre otras cosas por sus mecanismos de solución de controversias, los límites a la soberanía de los estados y el desmantelamiento de lo público que ellos implican”.
Por lo mismo considera que “es de esperar que la reunión que tendrá lugar en marzo en Viña del Mar, para evaluar el escenario de un TPP viudo de Estados Unidos, implique también un replanteamiento de la política internacional económica. El TPP, tal como lo conocemos puesto sobre la mesa, dijo el canciller, está cancelado. Exigimos que cualquier nueva versión reformulada se negocie con transparencia y con la participación de la sociedad civil y de los pueblos indígenas involucrados, previéndose un estudio de impactos en derechos humanos antes de su suscripción, a fin de evitar abusos y afectación a las personas, la soberanía alimentaria y el medioambiente».
Asimismo, Tomás Lagomarsino, presidente de Fundación Equidad y miembro de la Plataforma, indicó que “aunque muchos han dado por muerto al TPP, el Gobierno de Chile obtusamente trata de revivirlo convocando a una reunión con los países del acuerdo más China, Corea del Sur y Colombia. Al igual como sucedió con las negociaciones del Tratado Transpacífico, no esperamos que salga nada bueno de este nuevo encuentro. Es por ello que permanecemos atentos y nos manifestaremos enérgicamente contra esta reunión, puesto que nosotros queremos una política de Comercio Exterior transparente, equitativa y que respete los derechos económicos, sociales y culturales”.
