Comunicado | Organizaciones y movimientos políticos de Chile y Uruguay llaman a los parlamentarios a no ratificar TLC entre ambos países

Fuerzas políticas y organizaciones civiles de Chile y Uruguay coinciden en que el Tratado de Libre Comercio entre ambos países no ha sido acompañado por estudios y que reducirá la soberanía política de ambos países.

A pesar de las fuertes críticas recibidas por parte de organizaciones de la sociedad civil y actorías políticas tanto de Chile y Uruguay, los gobiernos de ambos países han presionado para que el Tratado de Libre comercio sea ratificado por los parlamentarios.

La aprobación de este tratado ha generado fuertes controversias dentro del Frente Amplio de Uruguay, actual bancada oficialista,  por lo cual han decidido resolver su aprobación o rechazo mediante un Plenario fijado para el próximo 28 de abril. Mientras en Chile este acuerdo deberá ser votado por la cámara de Diputados durante los próximos días.  

Desde la Plataforma Chile Mejor Sin TLC son enfáticos en rechazar la votación de este tratado en el Congreso sin que los parlamentarios ni la ciudadanía cuenten con algún estudio que explique las consecuencias positivas y negativas que traería este tratado para el país. Frente a esto, llaman a los congresistas a prorrogar la votación de este acuerdo y exigir previamente al gobierno los estudios respectivos.

Otro de los puntos cuestionados por de este tratado es lo referido en el capítulo 18, el cual limitaría significativamente la posibilidad de realizar políticas soberanas y expone al país a nuevas demandas internacionales.

Respecto a esto, Roberto Chiazzaro Diputado del Partido Socialista de Uruguay comentó que la forma de resolución de controversias “a través de mecanismos como el CIADI es muy perjudicial, el hecho de que un país se tenga que someter a un arbitraje con una empresa es algo realmente peligroso en estos tratados”.  Agregó que esta clase de acuerdos “subordinan a nuestros países y los colocan en una situación periférico-dependiente, generan un mecanismo de apertura comercial que permite a grandes transnacionales penetrar en nuestras economías y generar pérdida de soberanía.”

Alberto Villareal de Redes-Amigos de la Tierra de Uruguay manifestó que como organización están en completo desacuerdo con la ratificación de este acuerdo, ya que afirman que imponen condiciones “que no tienen nada que ver con comercio, sino que buscan coartar las potestades de los gobiernos para hacer política pública.” Igualmente, comentó que al revisar este TLC se encontró que se habían copiado partes textuales del  Acuerdo Transpacífico de Cooperación Económica (TPP) y del Acuerdo sobre el Comercio de Servicios (TiSA) –del cual Uruguay rehusó ser integrante-.

Por su parte, Esteban Silva, de Fundación Constituyente XXI e integrante de Chile Mejor sin TLC  considera que “como todo Tratado de Libre Comercio fue negociado por el Gobierno en secreto y no se tuvo acceso a lo que se negociaba y tampoco hubo consultas  previas ni posteriores con organizaciones sociales, pymes, de trabajadores sobre los temas”. Agrega que no se ha entregado a los diputados ningún estudio serio que demuestre en qué se beneficiaría el país y sus distintos sectores con su firma.

Roberto Chiazzaro indicó que “cuando nos enteramos del contenido del tratado ya estaba firmado por ambos países, y nosotros entendemos que la sociedad civil debe participar, estar enterada y debe dar su opinión respecto a los tratados que se suscriben.”

En tanto, Lilián Galán, diputada del Movimiento de Participación Popular de Uruguay (MPP), advierte que dentro de su coalición existen opiniones divididas, ya que algunos piensan que sería perjudicial para su país, en tanto otros no consideran que sea benéfico, pero tampoco dañino. Añade que este tratado de libre comercio de última generación afectaría principalmente en temas de comercio de servicios, propiedad intelectual y compras públicas, temas que van más allá de los aspectos tradicionales del comercio bilateral.

Tanto el diputado Chiazzaro del PS y la diputada Galán del MPP de Uruguay cuestionan la utilidad de este tratado ya que, al igual que lo plantea Chile Mejor sin TLC, Chile y Uruguay tienen acuerdos económicos vigentes que liberalizan prácticamente a cero bienes y servicios e incluyen trato nacional, libre transferencia de capitales, entre otros, lo que ya produce un flujo relevante de importaciones y exportaciones entre ambos países.

En concordancia con lo anterior, desde la Plataforma Chile Mejor sin TLC se hizo un llamado a los parlamentarios chilenos y uruguayos para que no aprueben este tratado sin  la realización previa de estudios efectuados por instituciones de los dos países sobre sus impactos y alcances.
