Comunicado público frente a declaraciones de apoyo al TPP por parte de la Presidenta Bachelet

COMUNICADO PÚBLICO

 

Frente a las declaraciones de la Presidenta Michelle Bachelet en los distintos medios de prensa, reiterando su respaldo al TPP y anunciando su ingreso al Congreso Nacional durante este semestre, declaramos lo siguiente:

 

  • Rechazamos enérgicamente la visión del Gobierno en torno al Tratado Trans-Pacífico. Sus declaraciones son un engaño más a la ciudadanía, ya que el texto aprobado en febrero por el Canciller Heraldo Muñoz contiene un sinfín de vulneraciones a los Derechos Humanos y a las libertades individuales y colectivas de los ciudadanos y ciudadanas.

 

  • Gracias al estudio que las organizaciones sociales hemos realizado en torno al tema, podemos concluir que la implementación de este Tratado tiene costos altísimos para nuestra sociedad. Así, la ratificación del TPP implica vulnerar el derecho a la Salud, al encarecer el costo de los medicamentos; el derecho a la información, al perseguir y criminalizar el acceso libre a través de internet; los derechos laborales, al propender flexibilizar la legislación y desproteger aún más a las y los trabajadores; y los derechos medioambientales, al privatizar el conocimiento ancestral y fomentar prácticas agroindustriales nocivas para el ser humano y los ecosistemas.

 

  • Pero por lejos, el mayor daño es la pérdida de nuestra soberanía y autonomía legislativa. Lo anterior, ya que el TPP permite que las corporaciones puedan demandar a los Estados cuando vean afectadas sus ganancias, ante paneles arbitrales que operan bajo ninguna garantía democrática. De esta manera, cualquier iniciativa legislativa que tienda a resguardar los derechos de las personas (un cambio en el sistema de Pensiones, por ejemplo), se vería sometido al escrutinio de los intereses privados, lo que condiciona el futuro de nuestro pueblo en derechos y libertades.

 

  • Por lo tanto, el acuerdo permite continuar favoreciendo a las corporaciones transnacionales y los poderes económicos más grandes de cada Estado parte, toda vez que el único “beneficio” del acuerdo es la disminución de las barreras arancelarias en el intercambio económico internacional; aspecto muy marginal, considerando que Chile ya tiene una de las economías más abiertas a nivel mundial.

 

  • Además de lo anterior, la negociación y aprobación de este Tratado careció de toda legitimidad, al realizarse a espaldas de la ciudadanía y sin consulta a los pueblos originarios, violándose con ello el Convenio Nº 169 de la OIT, al cual Chile adhiere. Por lo tanto, la ratificación de un acuerdo de estas características constituye un atentado a la democracia de todos los estados parte de este nefasto acuerdo.

 

Las organizaciones que suscriben este comunicado, en coordinación con las muchas organizaciones a lo largo de todo Chile, levantaremos la voz hasta que se frene la tramitación de este acuerdo criminal, que atropella los derechos y libertades fundamentales de los pueblos y la soberanía de los Estados.
