Declaración pública| La voluntad mayoritaria es acabar con el capitalismo salvaje neoliberal de Chile
El resultado del Plebiscito Constitucional demostró lo que ya era evidente con la masiva movilización popular que desde octubre de 2019 abrió el proceso constituyente. La voluntad mayoritaria es terminar con el régimen político institucional, acabar con el modelo social y económico del capitalismo salvaje neoliberal predominante, los abusos sistemáticos y la desigualdad extrema de Chile.
Los Tratados de Libre Comercio son un candado para mantener la espina dorsal del sistema sin cambios. No por casualidad en el acuerdo de la casta política que aprobó el plebiscito para la redacción de una nueva Constitución se estableció que los Acuerdos Internacionales firmados por Chile deben ser respetados sin ninguna excepción, sin embargo, metieron en el mismo paquete los tratados de Derechos que no deben ser cuestionados (Derechos Humanos, Infancia, Mujer, Pueblos Originarios, protección del Medio Ambiente reconocidos por Naciones Unidas…) y los Tratados de Libre Comercio e Inversión, que son los verdaderos candados que impiden cambios y que garantizan la reproducción de un sistema económico injusto, la concentración económica, la privatización y desnacionalización de nuestra economía. Por eso desde Chile Mejor sin TLC y otros movimientos sociales planteamos que los delegados constitucionales ejerciendo una facultad soberana puedan revisar o derogar los TLCs dañinos para los intereses de Chile y para nuestro pueblo trabajador.
Exigimos que mientras está en marcha el proceso constituyente los parlamentarios se abstengan de legislar y votar acuerdos en el Congreso negativos para la soberanía del país. Exigimos al Senado que elimine definitivamente de tramitación el TPP-11.
Este tratado ya ha sido promovido, aprobado y apoyado por políticos de las bancadas opositoras y oficialistas de este gobierno y del anterior. Algunos parlamentarios lo votaron a pesar de los alcances nefastos que tendrá para el pueblo de Chile. Otros lo votaron porque responden a intereses de las multinacionales. No obstante, aún falta su votación por el pleno del Senado y es imprescindible que ese trámite se congele.
El gobierno de Piñera pretende aprobar el TPP-11 antes de que se inicie el proceso constituyente, de esta forma, se asegurará que la Constitución futura no pueda perturbar el actual modelo neoliberal. Esto ha quedado de manifiesto con la no aprobación del Tratado de Escazú, cuyos propósitos afectarían a los objetivos que tiene el TPP-11.
En la ex Concertación tampoco se libran, el precandidato presidencial Heraldo Muñoz fue un impulsor del TPP negociado en secreto por años y lo resucitó como TPP-11, como canciller de Michelle Bachelet. En la Cámara de Diputados este tratado fue aprobado por un escaso margen y no sólo por las bancadas del gobierno de Piñera, sino también contó con varios votos de la ex Concertación.
Fue la movilización y la organización independiente de la juventud y el pueblo trabajador la que destrabó los cerrojos que puso la casta política empresarial. Por 30 años se negaron a terminar con la Constitución de Pinochet que en un esfuerzo de maquillaje lleva ahora la firma de Ricardo Lagos, pero el levantamiento popular puso fin al inmovilismo. Para romper con los candados que intentaron poner al proceso constituyente actual, llamamos a mantener la movilización, exigir la libertad de los presos políticos de la revuelta popular, y revitalizar cabildos y asambleas populares en los territorios y comunas de nuestro país, exigiendo que la Convención Constitucional se transforme en una Asamblea Constituyente originaria, discuta todos los temas y no se someta al tercio de veto, lo que deberá quedar establecido en su reglamento. Los constituyentes estarán en la mira de todo el pueblo y sus organizaciones. Que los desprestigiados partidos políticos entiendan: la convención constitucional sesionará sitiada por el pueblo constituyente, si como resultado de las trabas puestas para impedir que haya una efectiva representación popular, no son elegidos constituyentes, los legítimos representantes de los movimientos sociales, territoriales y populares.
Con la movilización y la organización de una expresión constituyente desde la soberanía popular de las bases sociales, de las comunas y territorios, terminaremos con los pilares del capitalismo neoliberal para construir un nuevo modelo de desarrollo social con la recuperación de nuestra soberanía económica, alimentaria y nuestros recursos naturales.
