RAP-Chile y Chile Mejor sin TLC

Este 9 de septiembre, Chile Mejor sin TLC entregó en el ex Senado una carta demandando la autoinhabilitación de los senadores Ena von Baer, Alejandro García Huidobro y Rafael Prohens en la próxima votación del TPP11, por conflictos de interés relacionados respectivamente  con sus negocios de semillas, vinos y agua. En el caso de von Baer, empresa que también desarrolla investigación en semillas, el TPP avanza en el tema transgénicos. Se ha conocido oficialmente, a través del SAG, que en la Región de los Ríos que representa la senadora, actualmente hay cultivos experimentales de trigo transgénico harinero. La empresa Von Baer ha desarrollado diversas variedades de trigo industrial, y ahora podría estar involucrada en ello. Antes de pasar a la plenaria del Senado, si se mantiene la negativa de que se discuta democráticamente en otras comisiones como la de Salud y Agricultura, el tratado debiera ser votado en la Comisión de Constitución, Legislación y Justicia del Senado y luego en Hacienda. 

Acompañó a Chile Mejor sin TLC en la entrega de la solicitud de inhabilitación, una delegación de la comunidad mapuche Domingo Painevilo, sector Makewe de la comuna de Padre Las Casas, territorio del walllmapu. Ellos también están por la defensa de la semilla nativa y tradicional, en contraposición a las garantías dadas por el TPP en la propiedad intelectual  de los obtentores, que avanzan cada día más en la privatización de la semilla. En nombre de la soberanía alimentaria, y junto a Osvaldo Zúñiga, dirigente de la organización campesina Ranquil y activo miembro de Chile Mejor sin TLC, los comuneros rechazaron el TPP11 por representar lo contrario en materia de recuperación y valoración de la semilla tradicional. El Tpp  sólo resguarda a obtentores vegetales como Bayer Monsanto y sus aliados locales, entre otros el clan von Baer. 

Defensa del puerro ancestral

María Currequeo, dirigente de la comunidad afirmó: “Nosotros le ganamos a Ena von Baer. Adelantándonos a ella, que se proponía repetir lo ya logrado con la quinoa, logramos  a través del INAPI levantar nuestra propiedad industrial del puerro. El INIA Carillanca trabaja en la práctica para ella”. Así la comunidad impidió que alguna variedad similar al puerro azul sea  registrada en el SAG, o mediante otros trucos se convirtiera en una marca genérica ajena a su pueblo, como ya ocurrió con el merken. El puerro azul se cultiva en la huerta a partir de una semilla de producción propia o guardada de generación en generación por la comunidad, conservando las prácticas ancestrales de producción agrícola de hortalizas que representan la cosmovisión mapuche, libre de agroquímicos tóxicos. 

Con orgullo, miembros de la comunidad cuentan que  en junio de 2019, tras seis años de trabajo fue aprobada con éxito la marca colectiva (sello de origen) Puerro azul Rapamakewe, presentada por la agrupación de Productores de la comunidad Domingo Painevilu 2, del sector Rapa Maquehue,  apoyados por la facultad de agronomía de la Universidad Católica de Temuco y guiados por la agrónoma e investigadora, doctora Gina Leonelli. Están conscientes sí que una comunidad por sí sola no puede enfrentar un desafío de ese tipo. Aseguran que junto a los investigadores pudieron describir propiedades alimenticias y organolépticas del puerro de Maquehue que son únicas: resistencia  a heladas, gran actividad antioxidante, gran duración poscosecha y coloración verde azulada en su follaje, entre otras reconocidas en el proyecto FIA, y sin intervención alguna del INIA.

Von Baer sorda a reclamos

En el Día del Campesino, la radio Puelche realizó un reportaje sobre Semillas y TPP, en el cual la senadora von Baer (UDI, Región de los Ríos)  afirmó que no existe relación alguna entre la semilla y el TPP, asegurando que se está difundiendo información errada al respecto. A coro con los defensores del Tratado, von Baer dijo que la semilla tradicional no se puede registrar, sin embargo omitió decir que el Convenio UPOV 91 exigido por el TPP, establece que los obtentores podrán reclamar como propias las semillas “similares” a aquellas que ya han registrado.  Eso significa, por ejemplo que si una campesina está cultivando quinoa a partir de su semilla ancestral, la empresa podría reclamar que en realidad esa es la quinoa Von Baer y por tanto requisar esa cosecha y subproductos del campo. Hay muchos trucos de ese tipo utilizados por los obtentores en el extranjero, ya que las características del registro están protegidas por el secreto industrial y nadie puede acceder a estas. 

En el Día del Campesino, conscientes de ese problema, en el territorio de Los Ríos todas las voces rurales se alzaron contra el TPP. Mercedes Romero, del territorio de Malalhue, vicepresidente del Comité Asesor de Area de INDAP declaró: “Nosotras luchamos por mantener nuestra semilla. Debieran ser más respetuosos con los campesinos, con nuestros recursos y no ponerse del lado de los que tienen la industria”. Zenobia Conpañante, del sector de Lucamo va más allá: “El TPP es parte de una arremetida de extinción contra el campesinado. No se dan cuenta de que somos los que seguimos luchando por conservar el ecosistema. El TPP nos relega a perder nuestra forma de vida. Yo llamo a los senadores a detenerse, a darse cuenta que la cultura ancestral tiene la razón al intentar preservar las fuentes de vida y pararse contra el extractivismo forestal, y la pérdida de nuestros menokos y fuentes de agua. No sólo estamos luchando para preservarnos como mapuche, nuestra lucha ayuda a preservar el mundo completo”. 

Por su parte, Luis Covertino, Consejero Regional en Los Ríos y ex alcalde de la comuna de Lanco, aseguró que la eventual aprobación del TPP, sería un triunfo de las transnacionales y un grave retroceso para los campesinos en Chile. “Habrá una incertidumbre jurídica para tomar decisiones a nivel local, por el temor a ser sometidos a costosos juicios en tribunales internacionales. Aquí los campesinos y campesinas están conscientes que vivimos tiempos complejos respecto de la semilla y el cambio climático, pero creo que los dirigentes políticos no tienen conciencia de ello. Sólo puedo decir al senador de Urresti que se mantenga firme en su postura contra el TPP, como lo hicieron al votar los diputados del PS de la región.”
