Chile Mejor Sin TLC,  y No al TLC Europa-Chile

Respecto a la reciente visita de una delegación del Europarlamento a nuestro país, con el objetivo no declarado de agilizar la firma por parte de Chile de la actualización del Tratado de Asociación con la Unión Europea, señalamos lo siguiente:

    1. A poco de concluir el gobierno de Sebastián Piñera, responsable de violaciones sistemáticas de los derechos humanos,  tuvo lugar la ronda final del acuerdo con la contraparte europea sin que la opinión pública conozca los detalles, el diagnóstico,  estudios y criterios de la negociación. A lo largo del proceso existió por parte de los europeos, un total desconocimiento de la cláusula democrática vigente en el tratado. Las negociaciones se agilizaron a partir del 15 de noviembre de 2019, con  7 rondas post estallido en paralelo a  la represión en las calles, y un viaje del canciller Allamand en el mismo sentido.  A  pesar de las denuncias nuestras, así como de organizaciones de DD.HH y  pueblos indígenas, las negociaciones se cerraron formalmente antes de las elecciones presidenciales y  del proceso constituyente.
    2. Desde el mismo día del triunfo del entonces candidato Gabriel Boric, toda la institucionalidad de la Unión Europea ha llevado a cabo una incesante presión hacia las nuevas autoridades chilenas para cerrar el acuerdo heredado. Sin embargo, la participación ciudadana que requieren los pueblos es mucho más que reuniones de estas delegaciones con organizaciones de la sociedad civil chilena.  Como toda política pública, ésta debe ser escrutada a través de un debate abierto con información completa y confiable.
    3. Las autoridades chilenas no han entregado estudios que demuestren los beneficios de este acuerdo para Chile. Ello es particularmente importante de cara al proceso constituyente en marcha. La ratificación de la nueva Constitución, un objetivo por el cual se jugarán los pueblos y del cual nuestra plataforma será parte, pondrá en marcha importantes avances en materia de derechos de carácter social, así como de derechos de la naturaleza, a los que se agregan la definición del agua como un bien común inapropiable, y un Estado de carácter Plurinacional.   Ello abre también la posibilidad de que el país sea llevado por inversores europeos a las cortes permanentes del sistema de resolución de controversias internacionales,  sobre la base de considerar como una causal de expropiación, los efectos en sus ganancias, de las regulaciones que deberán dictarse para la implementación de la constitución.
    4. En las últimas semanas hemos asistido al retorno de una suerte de matonaje a través de los medios de comunicación, cuyo propósito ha sido acallar o descalificar cualquier postura crítica hacia los tratados de libre comercio, como si la única posición razonable y posible fuera apoyar la continuidad de lo que Chile ha hecho en los últimos 30 años. Parecen dirigirse a una audiencia de los años 90 y no a los pueblos que por la vía de la revuelta popular, lograron poner en jaque un gobierno y cuestionar justamente el modelo económico imperante.
    5. Queremos recordar que los tratados de libre comercio no son estrictamente temas de política internacional, sino que también son afines a una determinada estrategia de desarrollo con consecuencias internas concretas en la realidad de países como Chile. Nadie ha explicado hasta el momento, con un solo argumento sólido, por qué la ciudadanía no tendría derecho a discutir y opinar sobre ello.

Nuestro llamado al gobierno es a dejar de lado la interferencia en los avances de los pueblos y mantener congelados Tratados como el TLC con la UE y el TPP11, atendiendo a la crisis climática global y los efectos de la guerra,  que exigen responder en primer término y con urgencia a las demandas sociales y ambientales para posibilitar gobernabilidad en el país, en tiempos complejos como los que enfrentamos. 

Asimismo llamamos a los pueblos, a las organizaciones y movimientos sociales  a tener presente lo que está en juego para el pueblo con este negativo TLC UE-Chile. Nos hemos movilizado asimismo contra el TPP11 y esperamos que el actual gobierno marque una diferencia con los gobiernos de la Concertación y de Piñera, respecto de nuestras opiniones críticas y su derecho a ser oídas y consideradas. Es hora de tomar conciencia de que Chile cambió y que nunca más deberán negociarse Tratados de este tipo de espaldas a los pueblos, y en especial los pueblos indígenas, ya que los territorios que habitan son los más afectados por estos acuerdos.
