Chile Mejor sin TLC denuncia secretismo en actualizaciones de tratados con Canadá y la Unión Europea
Plataforma cuestionó además el énfasis comunicación respecto a la inclusión de un capítulo de Género, lo que considera “un distractor” respecto a la gravedad que supone renegociar otros capítulos, como el de Inversiones.
El 5 de junio se cumplieron 20 años del Tratado de Libre Comercio (TLC) con Canadá, primer acuerdo firmado por Chile y vigente desde 1997, motivo por el cual la Presidenta Michelle Bachelet realizó una visita de Estado en compañía del canciller Heraldo Muñoz y de la directora general de la Direcon, Paulina Nazal.
En dicho encuentro se realizó la firma de dos acuerdos modificatorios, como parte del proceso de modernización de este TLC. Como se menciona el en sitio web de la Direcon, uno en relación con la incorporación de dos capítulos al tratado; Obstáculos Técnicos al Comercio (OTC) y el otro sobre Medidas Sanitarias y Fitosanitarias (MSF); al que se le suma otro modificatorio del Capítulo de Compras Públicas. El segundo, incluye un nuevo capítulo de inversiones en el cual se incluyen todos los cambios realizados durante los últimos años a dicha materia y finalmente, un nuevo capítulo sobre género y comercio.
Desde la Plataforma consideran que el capítulo de Género es un distractor de la atención que merece el nuevo capitulo de inversiones, y que no es más que un saludo a la bandera. Ésto, ya que al promover la privatización de bienes y servicios públicos, las mujeres deben asumir el costo de tales servicios para garantizar las condiciones de salud, educación, transporte y alimenticias tanto de ellas como de sus familias, duplicando su jornada de trabajo dentro y fuera del hogar. Eso si no consideramos a las mujeres con cargos representativos en sindicatos y gremios, que realizan hasta una triple jornada.
Otro de los perjuicios visibilizados, es la falsa premisa de que los TLC generan empleo femenino. Debido que la política de reducción del Estado y la disminución y quiebra de pequeñas y medianas empresas debido a la injusta competencia con las trasnacionales, hace que las mujeres salgan del mercado laboral formal y se vean obligadas a incorporarse al sector informal, sin ningún tipo de protección laboral.
En el caso de las mujeres que efectivamente acceden al trabajo formal, las labores de crianza y cuidado del hogar son transferidas a otras mujeres más precarizadas que deben abandonar el cuidado de sus propios hijos/as para poder mantenerlos económicamente, muchas veces en trabajos informales, con largos tiempos de viaje y haciéndose cargo de los cuidados de su hogar tras las jornadas de trabajo remunerado como trabajadoras de casa particular.
Además, paralelamente Chile se encuentra renegociando el TLC con la Unión Europea donde uno de los puntos mencionados es aumentar los niveles de transparencia. Sin embargo ésto no se está haciendo en Chile donde se persiste en el secreto en las negociaciones y actualizaciones de acuerdos en vigencia.
Lucia Sepúlveda de RAP-AL Chile señaló que los negociadores “reconocen el impacto ambiental que pudo existir producto de las importaciones desde Chile, de fruta (químicos) madera y salmón y productos del mar, y que por ello no están ayudando a la sustentabilidad. Pero al proponer la modernización, de ninguna manera queda claro cómo ayudarían con más apertura a la sostenibilidad que dicen buscar”.
Sepúlveda agregó que Chile no tiene prácticamente nada que ganar en el escenario de hacer nuevas concesiones, debido a que con la modernización se lograría un mejoramiento marginal de producto nacional bruto, de sólo 0.001% y las exportaciones chilenas aumentarían en 0.72% en el mejor de los casos.
En consideración de la plataforma Chile Mejor sin TLC, los impactos ambientales de la actualización del tratado no son considerados ni valorizados. Al respecto Sepúlveda señaló que “Las revisiones son independientes del impacto de los químicos, de los transgénicos en la agricultura, la competencia por el agua, por el uso de la tierra, la pérdida de biodiversidad, la huella de carbono por el aumento de las exportaciones, y jamás se han hecho ni han sido parte de los tratados”.
Cabe recordar la notoriedad pública que tuvo el caso de los cultivos de palta de exportación en Petorca (V región), que dejaron sin agua a la población local porque el agroexportador se roba los derechos de agua de los pequeños agricultores. Razón por la cual la agrupación de supermercados de Dinamarca decidieron no importar más paltas de Chile mientras no se les asegure que se producen de forma sustentable.
