Carta pública a las organizaciones miembros de Chile Mejor sin TLC y a nuestros amigos de la comunidad latinoamericana y del mundo
Como Plataforma Chile Mejor sin TLC, a ocho meses del inicio del estallido social del 18 de octubre denunciamos al país, y la comunidad internacional que todo el accionar del gobierno en la pandemia sigue siendo funcional a los intereses de las empresas nacionales y transnacionales, amparado en la constitución que garantiza esos intereses, y en los tratados de libre comercio vigentes cuyas disposiciones van en esa misma dirección. Una clara muestra de ello es que el nuevo ministro de salud, Enrique Paris, sigue los pasos de Mañalich y se niega a ejercer la licencia obligatoria, que es el derecho existente a nivel de la OMS para situaciones de emergencia sanitaria. Esa declaración permite dejar de lado transitoriamente las patentes de medicamentos, vacunas, e insumos sanitarios asociados a una enfermedad, por razones de salud pública. ¿Por qué el gobierno no toma esta medida, que permite acceder a menor costo a medicamentos requeridos, o fabricarlos en el país aunque estén protegidos por la propiedad intelectual y los tratados de libre comercio? 
En un cuadro elaborado por OurWorldindata.org, con cifras entregadas por CDC (Centro Europeo para Prevención de Enfermedades) Chile estaba en el primer lugar, en las estadísticas de países con tasas de morbilidad con una tasa de un 8,22 por cada millón de habitantes como promedio del período comprendido entre el 10 al 17 de junio. Le seguían Perú, Brasil y México, en una lista global de 8 países en las cuales Argentina ocupaba el lugar número 7, antes de Uruguay. Pero el gobierno se muestra indiferente a los planteamientos de los trabajadores de la salud, un gremio que cada vez tiene mayor número de contagiados y que ha alertado oportunamente sobre la falta de insumos en el área pública. En ese marco de alianza del gobierno con el empresariado, que recientemente ha abogado por acelerar la votación del TPP-11 en el Senado respecto, e informados de que sigue avanzando la actualización del tratado de Libre Comercio con una insensible Unión Europea, nos declaramos en estado de alerta y recordamos al Ejecutivo y el Congreso que el pueblo volverá a las calles cuando termine la cuarentena.
Heridas expuestas
Del 18 de octubre en adelante, quedó al desnudo Chile, hasta entonces vestido con el ropaje de los más de 36 tratados de libre comercio y otros tantos de inversión, mostrando que no tenemos salud, educación, previsión, ni industrias. Que somos un país destruido por las privatizaciones y la destrucción de los territorios, saqueados y despojados de bienes comunes como el agua y la semilla, por las grandes empresas mineras, forestales y la agroindustria. Pero hoy, con la pandemia, no sólo estamos desnudos sino heridos con fractura expuesta en nuestra condición de país. La salud pública está colapsada por la falta de medidas oportunas. Piñera y su ministro de Hacienda, Ignacio Briones y la ministra del Trabajo, Zaldívar, desoyeron todas las advertencias y llamados hechos por las organizaciones sociales y algunos parlamentarios respecto de la insuficiencia del ingreso familiar que improvisaron, con bonos decrecientes de montos exiguos para un grupo exiguo de la población. El gobierno utilizó el “Hambre” que negaron inicialmente, para publicitar en forma indecorosa la entrega de cajas a pobladores, en vez de inyectar fondos para reforzar la alimentación a nivel comunal y escolar. Sigue siendo necesario liberar los servicios básicos de todos y todas; intervenir empresas si ello fuera necesario, y asegurar la disponibilidad suficiente de agua en comunas sin agua. Así Piñera y sus ministros han conducido al país a una situación que se acerca a una verdadera masacre por el número creciente de contagiados y víctimas.
Censura y represión
El gobierno de Sebastián Piñera ha utilizado las facultades del estado de emergencia para ejercer la censura a la prensa popular prohibiendo el desplazamiento de sus integrantes, y manipulando las cifras con un discurso engañoso desmentido por el peso de la verdad y la investigación de periodistas dignos. Con la complicidad de la mayoría del parlamento, ha habilitado legalmente a los militares para reprimir en las comunas populares, donde el hambre y el hacinamiento obligan a buscar sustento. Para quienes comercializan productos del campo, como las hortaliceras de Temuco, sólo hay represión, y no existen medidas especiales orientadas a la protección de las comunidades indígenas. Tal como lo ha señalado el medio internacional Bloomberg, el gobierno actúa como si viviéramos en un país de altos ingresos. Promulga a velocidad nunca vista (dos horas) la ley represiva que castiga sin distinción a quienes desafíen la cuarentena y en cambio paraliza proyectos de ley como la prolongación del post natal. Al mismo tiempo, el proyecto de Ley de Inteligencia que el gobierno impulsa, consuma una operación progresiva de pinza y control de los movimientos sociales. Intentan así responder a la indignación popular que ha crecido de manera exponencial durante la pandemia.
El Gobierno se ha valido del estado de emergencia para blindar el modelo neoliberal y avanzar en la aprobación de leyes, llamando a un acuerdo nacional entre sus economistas y las cúpulas políticas, dejando de lado las prioridades de la crisis: el hambre y el colapso de la salud pública. Denunciamos que ese acuerdo sólo busca impedir la rebelión ante ese malestar, ofreciendo migajas ante las dramáticas condiciones imperantes, mientras en los territorios, los esfuerzos locales han estado volcados a responder a la crisis, buscando recibir atención hospitalaria, y/o gestionando ollas comunes y redes locales de abastecimiento. A estos objetivos de control de la revuelta popular se unen las modificaciones al Sistema de Evaluación de Impacto Ambiental que aceleran su tramitación omitiendo etapas de participación ciudadana y evaluación, e imposibilitando la revisión efectiva del alarmante número de Declaraciones de Impacto Ambiental, proyectos mineros en su mayoría, que consolidan el modelo extractivista y multiplicarían las zonas de sacrificio ya existentes, y el número de comunidades despojadas de su derecho al agua por obra de la minería, la agroindustria y los monocultivos forestales. A esto se suma la voluntad de operar con decretos exentos de toda revisión: el SAG busca cambiar regulaciones sobre los cultivos transgénicos, vía una consulta pública no vinculante, para abrir paso a todo tipo de transgénicos para el mercado interno, en lugar de asegurar que contemos con alimentos sanos y al alcance de todos a la salida de esta crisis.
Pueblo soberano
Este mal gobierno no deja otra alternativa que actuar como pueblo soberano, e impulsar desde abajo iniciativas autónomas para enfrentar el hambre y la sobrevida y contribuir a la reorganización del movimiento popular hasta que las condiciones sanitarias permitan retomar también la iniciativa política. Eso implicará sin duda exigir que comparezcan y rindan cuenta ante la justicia, todos los personeros de gobierno responsables de la situación que vivimos, y todos aquellos que se sumen a Acuerdos Políticos que nos impidan avanzar para realizar los cambios que necesitamos: una nueva constitución y una total reorganización del país para avanzar a una democracia real, que incluya la revisión de todos los tratados de libre comercio y el retiro definitivo del TPP-11 del Congreso.
