Comunicado | Chile Mejor sin TLC lanzó campaña de Moratoria a los Tratados de Libre Comercio junto a organizaciones sociales y actores políticos

Chile Mejor Sin TLC

Frente a las puertas de la Cancillería, y entregando una declaración, la plataforma Chile Mejor sin TLC realizó el lanzamiento de su campaña “Moratoria a los Tratados de Libre Comercio” en el país. La iniciativa, que tiene como objetivo poner el tema en el debate de las candidaturas presidenciales y parlamentarias, es apoyada por las 120 organizaciones integrantes de la plataforma junto a otros actores sociales y políticos destacados.

Según indicaron sus voceros, la campaña busca principalmente hacer un llamado a detener la firma compulsiva de tratados de libre comercio por parte de Chile, lo cual implica no impulsar, firmar ni ratificar nuevos TLC mientras no se hagan estudios serios para evaluar los efectos de los ya implementados. Esto, en el marco de que el actual gobierno ha realizado una serie de negociaciones sin el conocimiento de la opinión pública y que la presidenta Michelle Bachelet pretende radicalizar este camino durante los meses que le restan de mandato.

Esteban Silva, de Fundación Constituyente XXI y miembro también de Chile Mejor sin TLC, comentó “que los candidatos presidenciales se pronuncien por la moratoria a los tratados de libre comercio es fundamental pues estos están muy vinculados al modelo de desarrollo que tiene Chile, a la generación de desigualdades y pasa desapercibido entre los ciudadanos respecto de su relación con el desarrollo, la pobreza, la productividad y el empleo”.

Haciendo un llamado a los actores políticos, el diputado Giorgio Jackson afirmó que “yo he sido muy crítico de poder firmar nuevos tratados de libre comercio, que de libre tienen muy poco, y por lo mismo apoyo esta idea de que se haga una moratoria a los tratados de libre comercio, es decir, que no haya nuevos tratados por parte de Chile hasta que no se haga una evaluación completa de los pros y los contras que esto ha traído para la economía en sus distintos niveles”, señaló Jackson.

Respecto a la falta de participación ciudadana en estas materias, Paulina Acevedo, de Observatorio Ciudadano y miembro de la plataforma Chile Mejor sin TLC, comentó que “el problema es que estos tratados son tramitados en completo secreto sin la posibilidad de hacer modificaciones una vez que el texto está ya acordado, y lo que es más importante, sin la participación de la ciudadanía y de otros actores relevantes para que puedan participar de forma incidente en la determinación de estos textos”. Acevedo propuso que “la decisión recaiga en todos y todas con una participación efectiva y por qué no, como ha ocurrido por ejemplo en el caso de Costa Rica, con plebiscitos nacionales para poder determinar su adopción”.

De igual manera, respecto a la urgente necesidad de evaluación de impacto, el ex candidato presidencial Alberto Mayol afirmó que “los tratados de libre comercio han sido pan para hoy y hambre para mañana, y mañana ya está muy cerca. En este momento tenemos que apoyar los requerimientos de terminar con toda firma de tratados de libre comercio mientras no se hayan hecho las evaluaciones correspondientes a los anteriores tratados”. Mayol hizo un llamado a establecer futuros criterios: “El modelo neoliberal es una cuna de problemas medioambientales, sociales, políticos, económicos y culturales, y en ese sentido es fundamental que se establezca un criterio: no más tratados de libre comercio mientras no se haya investigado si efectivamente cumplen con un rol relevante para el desarrollo integral de Chile”.

Por su parte, Carlos Figueroa de Revolución Democrática, comentó que “fortalecer hoy los acuerdos de libre comercio significa dar una señal clara de potenciar el modelo económico neoliberal que por años ha regido la politica internacional de Chile. Y por lo mismo, el trabajo que hemos venido haciendo desde las organizaciones sociales va en la dirección de hacer una reflexión y una pausa en el empuje a este libremercadismo extremo”.

Además, el senador Alejandro Navarro afirmó que “Chile no requiere más tratados de libre comercio, ni tampoco requiere una Cancillería abogando por el TPP. Aquí hay que hacer participar a la ciudadanía. Estos dos elementos han sido dañinos para la economía nacional y para la ciudadanía”.

Durante el lanzamiento de esta campaña, Lucio Cuenca, del Observatorio Latinoamericano de Conflictos Ambientales (OLCA) declaró que “hemos visto a lo largo de 20 años de tratados de libre comercio, que esto ha significado en realidad mejores condiciones y garantías para la operación de las empresas transnacionales en nuestro país y ha redundado en más privatización y más apropiación de los bienes comunes”. Cuenca alertó que estos tratados “van a ser un obstáculo para recuperar y ejercer políticas soberanas en materias de recuperación de bienes comunes de subsuelo, como los minerales y la recuperación del agua”.

Flavia Liberona, de Fundación Terram y miembro de Chile Mejor sin TLC planteó que “en el marco de transparencia y democracia que tenemos, hoy resulta imprescindible hacer una evaluación de los tratados y saber si éstos realmente han aportado al país o han generado más trabas para el desarrollo económico local de las personas, o han generado impactos ambientales”.

Desde RAP-Chile, Lucía Sepúlveda, también miembro de la plataforma, resalta la preocupación frente al Protocolo de Nagoya sobre recursos genéticos y repartición equitativa de beneficios. “Nuestra petición de moratoria incluye también el tema del Protocolo de Nagoya que es otro proyecto, otro tipo de convenio que el gobierno está tratando de impulsar sin consulta indígena tal como lo hizo con el TPP en su momento o con los otros tratados. Queremos que eso se detenga porque no ha habido participación de los sectores afectados”, afirma.
