Malas Prácticas de Empresas de la UE en Chile denunciadas en Cumbre CELAC UE
El Informe sobre Malas Prácticas de Empresas Europeas, por Chile sin TLC y MAT fue entregado a europarlamentarios por nuestra delegación, integrada por Esteban Silva, coordinador de la Plataforma América Latina y el Caribe Mejor sin TLC, y Esteban Maturana, representando a Chile Mejor sin TLC. Ello ocurrió durante las actividades de la cumbre social paralela a la Cumbre CELAC, realizadas el 17 y 18 de abril de 2023, en que contamos con la presencia de los diputados Ana Miranda (Alianza Verdes/ALE) y Miguel Urban (La Izquierda) y el diputado chileno-francés por París Mauricio Arenas. El objetivo del informe es alertar sobre los dañinos impactos ambientales y las violaciones a los principios Rectores de ONU sobre Empresas y DDHH, asociados a empresas europeas que operan en Chile. La denuncia se enmarca en los anuncios de nuevos planes de inversión de la UE relacionados con el Global Gateway y con la próxima votación de un nuevo Acuerdo de Libre Comercio con la Unión Europea que entrega nuevas garantías a los inversionistas.
Con información recopilada a enero de 2023, el reporte que adjuntamos, menciona cuantiosos subsidios entregados a algunas de las empresas europeas, lo que evidencia que su inversión real está sobredimensionada. Air Liquide (Francia) cuenta con US $11,7 millones aportados por CORFO. Por su parte, Engie (también de Francia) ya ha recibido US $9.533.668 y 2.347 hectáreas de terreno para la producción de hidrógeno verde, pero actualmente demanda nuevos aportes del Estado de Chile que aseguren rentabilidad de su proyecto. Acciona de España recibe un subsidio estatal de US$5.7 millones.
La sección 1 del informe reporta antecedentes del desempeño de 19 empresas europeas de pesca industrial, salmonicultura, de los sectores financieros y de transporte. Estas son: Grandi HF(Islandia); Food Corp y Lota Protein, KopperNaes, Intership, Naviera Orca, SolvtransChile, Vard Group, DNBank , MPI, Morenot, Cermaq, PGC Flow Solutions; y Mowi (ex Marine Harvest) todas de Noruega; Pesca Cisne (España), Nova Austral (Noruega, Suecia, Finlandia), grupo Schorghuber (Alemania); Biomar Chile y Billund Aquaculture (Dinamarca), y Banco Holandés Rabobank. Aunque Noruega, sede de las empresas que controlan el sector, no es miembro de la UE, integra la Asociación Europea de Libre Comercio y el Espacio Económico Europeo.
La sección 2 incluye un listado de 11 empresas europeas del sector energético involucradas en conflictos socioambientales generados por proyectos en curso y/o impulsoras de proyectos de producción de Hidrógeno Verde para Chile. Estas son EDF, Total EREN (Francia) ENEL (Italia) Statkraft (Noruega) ,RP Global , Austria Energy y Strabag (Austria) . A ellas se suman la administradora de Fondos de Inversión Norges Bank Investment Managemnet (NBIM) que posibilita los proyectos de varias de las empresas ya citadas. Finalmente, se detallan proyectos de empresas europeas ligadas a la Team Europe Iniciative con proyectos de desarrollo de Hidrógeno Verde para su distribución en Chile. Aquí figuran Engie y Air Liquide (Francia), y ENEL junto a Acciona, de España.
