Argentina: por primera vez la Comisión de Agricultura recomienda no aprobar un Tratado de Libre Comercio

Si se acoge la recomendación sería un punto de inflexión muy significativo en el camino que han tenido los TLCs en el parlamento.

El  Tratado de Libre comercio entre Chile y Argentina, que actualmente se tramita en el Congreso chileno, ha sido el primero en ser estudiado por la Comisión de Agricultura de la Cámara de Diputados donde inéditamente fue rechazado, pasando a ser el primer TLC que llega a votación en sala con la recomendación de no aprobarlo.

La diputada Alejandra Sepúlveda, que preside la Comisión de Agricultura, señaló que “una de las dificultades más grandes que tenemos con Argentina es con los productos agrícolas, tenemos una balanza comercial negativa con este país”, por esto uno de los sectores que se podría ver más afectado es el agrícola ganadero, debido que “este tratado internacional mejora las condiciones de intercambio sin tener un fortalecimiento de la agricultura nacional”, comentó Sepúlveda.

Para Lucio Cuenca, director del Observatorio Latinoamericano de Conflictos ambientales (OLCA) e integrante de Chile mejor sin TLC, el hecho de que este acuerdo haya sido estudiado por esta comisión es de suma importancia “porque la agricultura en los países en general es uno de los sectores que más se ve afectado por los TLCs”. Asimismo emplaza al gobierno a realizar estudios que expliciten las consecuencias de los tratados firmados, ya que “cuando Chile firmó un tratado con el Mercosur se afectó de manera muy importante la ganadería, la lechería y otras actividades agrícolas a partir de la inviabilización de la actividad ganadera, sin embargo, el Estado no se hace cargo de evaluar efectivamente los impactos que tienen estos acuerdos”.

Igualmente, durante una sesión de comisión de agricultura, la diputada Sepúlveda manifestó que es relevante evaluar los diversos tratados internacionales para conocer sus alcances, especialmente, en lo relativo al impacto real en la agricultura familiar campesina.

Lucio Cuenca, considera que  si se acoge la recomendación de la Comisión de Agricultura “sería un punto de inflexión muy significativo en el camino que han tenido los TLCs en el parlamento”, ya que anteriormente estos han sido aprobados sin que se analicen los impactos que tienen para la ciudadanía. Agrega que este rechazo debe ser considerado y analizado por los distintos sectores políticos y particularmente por el estado que es quien sigue promoviendo estos tratados.
