Andrés Solimano y TPP: “Chile está en una carrera loca por firmar Acuerdos y no se detiene a evaluar lo que está firmando”

El economista de MIT advirtió sobre los insignificantes avances que traería el Acuerdo Transpacífico y cuestionó la capacidad de los Gobiernos de turno de dimensionar los alcances reales de los Tratados firmados.

Con el objetivo de  informar a la población sobre las implicancias del Acuerdo Transpacífico, se realizó la primera exposición abierta del Ciclo de Conversatorios: TPP ¿Sí o mejor no? La actividad, que tuvo lugar en la Fundación Heinrich Böll, contó con la ponencia del Doctor en economía del Instituto Tecnológico de Massachusetts, MIT, Andrés Solimano, quien contextualizó el Tratado y reflexionó en torno a la innecesaria adhesión de nuestro país a éste.

Uno de los principales argumentos en defensa del Tratado tiene relación con la eliminación de las barreras comerciales, aspecto que según Solimano no es de gran relevancia para Chile, pues “somos el país que ha firmado más Acuerdos de Libre Comercio en el mundo, pasando la barrera de los cien, por lo que ya no hay mucho espacio para rebajar más las tarifas a las importaciones o disminuir las restricciones al comercio que puedan existir”, explicó,  añadiendo además que con el TPP la inversión extranjera seguiría llegando solo a ciertos sectores, como la minería, la banca o los servicios (AFP o Compañías de Seguros), en desmedro de un sector manufacturero que fomentara la industria nacional.

“Chile está muy desindustrializado, el sector manufacturado es solo el 10% del PIB,  siendo que en la década de los 70 alcanzaba un 17%. El TPP seguiría acentuando esa tendencia, beneficiando a las grandes transnacionales y creando pequeños paraísos para éstas,  a costa del sacrificio de los intereses nacionales”, aseguró el  Presidente y fundador del Centro Internacional de Globalización y Desarrollo (CIGLOB).

Así también, el economista mostró su preocupación por los efectos negativos que tendría el Acuerdo Transpacífico en la vida de las personas, en distintas materias como salud, derechos laborales, medioambiente, libre acceso a internet, deteniéndose, especialmente, en la  pérdida de soberanía.

“Uno de los aspectos más complicados es que el TPP establece mecanismos supranacionales de solución de disputas, en el caso de que una compañía entre en un diferendo con un Estado. Por ejemplo, una tabaquera puede decir que el Ministerio de Salud está atacando su negocio por integrar fotos impactantes en sus cajetillas y denunciarlo. En un juicio, ante Tribunales extranjeros, el Estado quedaría en gran desventaja, pues la influencia de las multinacionales en éstos son superiores”, indicó.

Es por ello que el Dr. Andrés Solimano puso en duda la capacidad real de los Gobiernos de turno de dimensionar los alcances de los Tratados. “Pese a que este último tiempo hemos firmado más de un centenar de Tratados, aún no existen estudios posteriores que muestren sus consecuencias. El país está en una  carrera loca por firmar acuerdos y no se detiene a evaluar lo que está firmando”, finalizó.
