Nueve razones por las que el TPP es malo para países en desarrollo

En un artículo de la revista estadounidense Foreign Policy, el economista Rick Rowden señala que el tratado TPP impide la industrialización y condena a los países firmantes que todavía no están al nivel de las naciones industriales a permanecer atados a productos con poco valor agregado en la agricultura y en industrias extractivas.

Se además obstaculiza la creación de puestos de trabajo de alto nivel y buena remuneración, así como la creación de sistemas amplios y eficientes de educación, salud y protección social. En una palabra, se impide el desarrollo, finalidad clave en este momento para una nación, como lo muestran los enormes movimientos de migración desde las zonas no desarrolladas del mundo hacia los centros industriales (ver: “9 Ways the TPP Is Bad for Developing Countries, http://foreignpolicy.com/2015/07/07/9-ways-thetpp-is-bad-for-developing-countries/).

Aquí va un resumen de las nueve razones explicadas por este economista internacional:

1.- La inferioridad en capacidad económica, técnica, industrial de los países no industrializados respecto a los industriales. Aquellos necesitan una serie de apoyos que el tratado prohibiría por considerarlos no equitativos: subsidios financieros, política tecnológica, política industrial. La filosofía del TPP desconoce las profundas diferencias en capacidad y la consiguiente necesidad de tratar a los paises en forma diferenciada, sin exigencias de simetría o reciprocidad. Son a fin de cuentas las mismas razones que impiden organizar un campeonato de fútbol entre un equipo profesional y uno de una escuela primaria. Debiera ser clarísimo que el intercambio, sea de productos o de servicios, favorece a la nación más productiva, más eficiente, más capaz, y que por consiguiente es necesario compensar las desventajas de la nación más débil a fin de convertir al comercio en algo conveniente para ambas partes. De otro modo no se hace sino agrandar la brecha y reforzar la inferioridad y dependencia iniciales. Es justamente esa compensación que pretende impedir el TPP.

2.- El TPP prohíbe específicamente utilizar el comercio para desarrollar el país. Las medidas protectoras de la economía nacional tales como cuotas, tarifas aduaneras, entre otras, son declaradas “obstáculos al comercio”; se exige su eliminación con el resultado de que la economía más débil queda expuesta al pleno impacto de la competencia de los países fuertes. Aquellas mismas medidas que los países desarrollados utilizaron para alcanzar el desarrollo, se les prohíbe a los nuevos candidatos. La lección que dejan: la liberalización de la economía tiene sentido para una nación sólo después de haber alcanzado un nivel alto de competitividad.

3. Las compras estatales son un elemento económico importante para el desarrollo. Con ellas una nación puede apoyar la formación de capacidades productivas propias, combatir el desempleo y estimular la propia economía. El TPP busca impedir esto y permitir a todas las empresas de los países firmantes postular a estas compras. Así, la búsqueda de reglas parejas para todos acaba inclinando fuertemente la balanza a favor de los países ya desarrollados.

4. El TPP se ocupa también de las inversiones extranjeras directas y busca impedir que las empresas nacionales sean favorecidas en cualquier forma frente a la extranjeras. Nuevamente se les prohibe a los países menos desarrollados utilizar los instrumentos que los desarrollados usaron en su momento en su lucha por el desarrollo.

5. Un mecanismo especial sería creado por el TPP para limitar las posibilidades de los estados de regular empresas extranjeras. Si una reglamentación reduce las expectativas de ganancia de una inversión extranjera, se considera eso una “expropiación injusta”. Se le permite a la empresa extranjera acudir a instancias especiales de arbitraje para exigir indemnización, fuera de la jurisdicción de los tribunales. Se quiere crear un sistema de arbitraje espurio, al margen del sistema democrático, compuesto de abogados internacionales generalmente pagados mucho mejor por las empresas multinacionales que por los gobiernos, para beneficiar a estas empresas. La experiencia internacional de los últimos años al respecto no es favorable a los países, sino claramente a las empresas.

6. El tratado TPP prohíbe los controles de capitales y de actividades financieras que las crisis de los últimos años han mostrado como necesarios. Deja por lo tanto a los países más expuestos a crisis financieras. La falta de regulación le permitiría a la industria financiera hacer negocios más lucrativos pero aumenta los riesgos para los países. Por curioso que parezca, el tratado parece no tomar en cuenta la crisis financiera que se desató en 2008.

7. La salud pública se ve igualmente amenazada porque el tratado intenta aumentar los niveles de protección de la propiedad intelectual de las grandes empresas farmacéuticas. Aumenta los plazos de protección de patentes y marcas y extiende su alcance más allá de los productos terminados para incluir sus componentes. Esta política pondría los medicamentos modernos fuera del alcance de muchos bolsillos por largo tiempo, y permitiría prohibir los medicamentos genéricos.

8. Las nuevas reglas propuestas por el TPP para la propiedad intelectual impedirían igualmente, encareciéndolas, la adopción de tecnologías modernas en los países en desarrollo. Nuevamente el tratado erige obstáculos al desarrollo que los países hoy desarrollados no tuvieron que enfrentar.

9. El TPP busca restringir el papel de las empresas estatales, que han sido claves para la industrialización de países asiáticos y en general para el desarrollo de los países de la OCDE. Lo rige el dogma neoliberal de que las privatizaciones son siempre buenas. Pero esa postura desconoce el valor de reservar ciertas tareas sociales (como educación, salud, o transporte) a una gestión en manos de la sociedad. Olvida también la renuencia de los capitales privados por invertir en sectores importantes de baja rentabilidad económica. La meta del empresario privado es el éxito de su empresa, no el desarrollo a largo plazo del país o el suministro de servicios a toda la población, independientemente de su situación económica. Esta función indispensable del Estado o de las empresas estatales, así como el equilibrio que debe existir entre lo privado y lo público, es ignorado por el tratado TPP para trasladar un máximo de poder y riqueza al sector privado.

A mediano y largo plazo las consecuencias de este tratado no pueden dejar de ser, globalmente, desfavorables. Los tres grandes problemas que hoy aquejan y amenazan la comunidad internacional, la creciente desigualdad, la destrucción ecológica y los obstáculos al desarrollo de las naciones menos desarrolladas, serían agravados por un régimen internacional de comercio e inversión que se ajusta a los intereses de las empresas multinacionales y de las naciones poderosas.

Por todas estas razones, bien explicadas por el economista Rick Rowden, el Movimiento Ciudadano Participativo invita a todos los ciudadanos a firmar la petición contra este tratado, en www.STOP-TPP.org !
