TPP-11: Votación con suma urgencia viola todo principio democrático e impide su análisis en profundidad
Este 16 de enero la Comisión de Relaciones Exteriores de la Cámara de Diputados aprobó el Tratado de Asociación transpacífico con 10 votos a favor 2 en contra y una abstención. Esto ocurrió luego de que el Gobierno pusiera suma urgencia al proyecto lo que obligó a los diputados de la comisión a votar inmediatamente sin poder analizar profundamente las consecuencias de este tratado.
Pese a las recomendaciones de distintas organizaciones sociales para que el TPP-11 fuera ampliamente discutido y las posturas de la sociedad civil fueran escuchadas por el poder legislativo, el Gobierno, una vez más, apresura la aprobación de un proyecto que precariza la vida de los ciudadanos y aumenta las garantías para las empresas transnacionales.
Para la plataforma Chile Mejor Sin TLC, el hecho de que el TPP-11 se haya aprobado en comisión de relaciones exteriores debido a la suma urgencia puesta por el Gobierno a días de que termine el periodo legislativo, muestra la falta de interés del Gobierno para que los efectos de los tratados de libre comercio sean analizadas en profundidad por la ciudadanía y sus representantes en el Congreso.
Para Camila Montecinos, agrónoma y miembro de ANAMURI, este gesto del Gobierno es un ataque frente a cualquier proceso democrático que se habría podido alcanzar en el proceso legislativo del TPP-11, entendiendo que lo mínimo es que se hiciera un debate adecuado.“La suma urgencia viola cualquier principio democrático, ya que impide discutir profundamente algo que va a afectar nuestra vida de forma muy diversa, muy profunda y muy peligrosa”, indicó Montecinos.
Por su parte, Tomás Lagomarsino, médico y presidente de Fundación Equidad, comenta que “un tratado que puede afectar tanto el ingreso de medicamentos genéricos y por tanto el bolsillo de nuestro sistema de salud y de los pacientes merece una discusión más amplia. En ese sentido vemos como una mala señal la suma urgencia colocada por el ejecutivo e insistimos en que deba pasar por la Comisión de Salud de la Cámara dado el impacto que puede tener en el acceso a medicamentos”.
Las distintas organizaciones que componen Chile Mejor Sin TLC han indicado constantemente que el TPP-11 es un tratado que afectaría distintos ámbitos de la vida nacional y atentaría frente a la soberanía popular de Chile, por esto exigen que este tratado sea analizado con detención por distintas comisiones como las de salud, agricultura, trabajo, equidad y género, entre otras. Y también llaman a todos los colectivos e individuos a manifestarse en contra de quienes pretenden aprobar el TPP a espaldas de la ciudadanía en una concentración que se realizará este viernes 18 de enero a las 10:30 horas en la Plaza de la Constitución.
