Las filtraciones sobre el TISA revelan que la UE impone la doctrina del “haz lo que digo, no lo que hago”
Hoy se publicaron las exigencias que impone la Unión Europea a los países en desarrollo para suscribir al TISA, documentos que revelan el doble rasero aplicado por la UE, afirma la Internacional de Servicios Públicos. Mientras la Comisión intenta convencer a la opinión pública europea de que los servicios públicos europeos quedarán protegidos en los acuerdos comerciales, a los países en desarrollo les exige que socaven sus servicios públicos.
Resulta especialmente alarmante que la UE reclame a otros países negociadores la eliminación de los gobiernos locales y subnacionales de las exclusiones del espacio público —algo que limitaría drásticamente la capacidad de salvaguardar los servicios locales—. Dicha medida abriría los servicios suministrados a nivel local —como el agua, los residuos, la sanidad y la educación—, a las corporaciones multinacionales con ánimo de lucro. La UE es sede de algunas de las mayores operadoras privadas de servicios del mundo, que ya se aprovecharon de otros acuerdos comerciales para ampliar su dominio sobre los mercados y para proteger con uñas y dientes sus beneficios. Lo irónico es que muchas ciudades europeas han dado marcha atrás recientemente a las privatizaciones fracasadas como, por ejemplo, la remunicipalización del suministro de agua de París y Berlín —algo que el TISA impediría—.
“Los países en desarrollo deben tener cuidado y no engañarse pensando que las declaraciones de la UE sobre la Europa social se aplican en su política exterior y comercial”, afirma la Secretaria General de la ISP, Rosa Pavanelli. “Parece que el modelo social europeo acaba en las fronteras de la UE y se transmuta en un brutal neocolonialismo a través de la política comercial hacia los países en desarrollo”.
“Además, la posición de la UE ignora el potencial peligro de exportar al mundo en desarrollo las agresivas políticas de privatización, que ya han demostrado ser la causa de inestabilidad social y política en muchos países de la UE”, mantiene Pavanelli.
No deja de sorprender que la UE exija a los países en desarrollo que limiten drásticamente su capacidad de regular los mercados financieros, cuando la propia UE aún no se ha recuperado de la última crisis financiera.
El mito de las excepciones a los servicios públicos
La última filtración sobre el TISA revela que la definición de servicios públicos acordada, es extremadamente limitada y carece del alcance adecuado. Las excepciones incluidas en materia de sanidad, medio ambiente y fiscal, —que los negociadores aseguran salvaguardarán el interés público—, tienen muy pocas probabilidades de ser efectivas, ya que son un calco de las excepciones generales de la OMC, que los gobiernos sólo han podido esgrimir con éxito en 44 intentos.
“Estos documentos revelan que la definición de servicios públicos de los negociadores comerciales de la UE está a años luz de lo que la gente, y muchos gobiernos de la UE, consideran servicios públicos: un bien común que debe ser protegido, no abierto a las corporaciones multinacionales con ánimo de lucro”, concluye Pavanelli.
