Chile Mejor sin TLC pide a candidatos presidenciales moratoria a tratados de libre comercio
La plataforma de organizaciones hará entrega de una propuesta de moratoria a todos los candidatos presidenciales, la cual consiste en un compromiso de no impulsar ni ratificar nuevos TLC mientras no se haga un estudio acabado de los que hasta ahora se han implementado.
Los tratados de libre comercio vigentes, suscritos y en proceso de negociación se han elaborado de espaldas a la ciudadanía. Y, en el caso del TPP, en completo secretismo. De hecho, el hermetismo es tal, que ni siquiera los parlamentarios, quienes deberían aprobar o rechazar la entrada en vigencia de los acuerdos comerciales, han podido participar de la discusión y, en muchos casos, han sido presionados para votar sin haber estudiado sus implicancias.
Debido a que no ha sido posible debatir políticamente sobre esta sucesión de tratados firmados por Chile en más de 20 años, y a que tampoco existen estudios sobre sus efectos y perjuicios para la población, es que la Plataforma Chile Mejor sin TLC anunció su propuesta de moratoria a las candidaturas presidenciales. Es decir, que no se impulsen ni ratifiquen nuevos tratados de libre comercio mientras no se hagan estudios acabados de las consecuencias de los ya firmados.
Paulina Acevedo, del Observatorio Ciudadano, considera que la influencia negativa que tienen los tratados de libre comercio en materia de derechos humanos es clara, por lo que debe ser atendida por las candidaturas que hoy aspiran a la presidencia de la República.
“Es por eso que pedimos no solamente un pronunciamiento, sino que también una moratoria, en el sentido de revisar lo que se ha hecho y que estos acuerdos comerciales, de aquí en adelante, se negocien y se adopten con participación incidente de la sociedad civil y también con informes, tanto de sus impactos en derechos humanos como económicos”, afirmó Acevedo.
Cabe recordar que en abril de 2016, cinco relatores y dos expertos internacionales de la ONU enviaron una carta conjunta a la Cancillería donde advierten que el TPP impactará en los derechos de los pueblos indígenas, derechos digitales, de acceso a la salud, civiles, políticos y de libertad de expresión, entre otros aspectos.
Asimismo, en diciembre de ese mismo año, Francisco Eguiguren, vicepresidente de la Comisión Interamericana de Derechos Humanos, en el marco de 159º Periodo de Sesiones de la CIDH, se refirió en audiencia a las implicancias del TPP, además de señalar que se debe consultar a los pueblos indígenas por los acuerdos comerciales que suscriben.
Por su parte, Lucía Sepúlveda de la Red de Acción en Plaguicidas, destacó que es importante que todos los candidatos a la presidencia de nuestro país tengan una opinión formada sobre los tratados de libre comercio, y que se la comuniquen a la gente.
Sepúlveda agregó que “ya sabemos que pasó con el Tratado Transpacífico y ahora tienen que decirnos su opinión respecto de lo que estamos proponiendo, que es una moratoria a los tratados de libre comercio mientras no haya una evaluación integral de sus efectos sociales, ambientales y económico. Pero teniendo en consideración a todos los sectores de la sociedad, porque hasta el momento solo se habla de la balanza de pagos y de la ganancia de los empresarios y de los grandes exportadores por la vía de estos tratados, pero no de los sectores productivos que han desaparecido ni de aquellos que deben actuar en condiciones desfavorables”.
Es necesario mencionar que pese a que en la declaración de intenciones los TLC dicen promover la integración económica, contribuir al crecimiento económico y crear nuevas oportunidades para empresas, trabajadores y consumidores, en la práctica no han generado lo antes descrito. El fenómeno que sí es consistente es que han dado más poder a las transnacionales a la vez que restringen la soberanía de las políticas de los Estados.
La Plataforma Chile Mejor sin TLC hace un llamado a que todos los candidatos, no importa donde estén situados políticamente, se pronuncien sobre si están a favor o no de la moratoria. Y, a aquellos que han luchado arduamente contra el TPP, que estén atentos a las posiciones de los abanderados y las tengan en consideración al momento de votar
