El acuerdo secreto y exprés: Tratado de Libre Comercio con Brasil en tabla del Senado

“Dicen que están legislando solo para enfrentar la grave crisis sanitaria, pero pretenden que los chilenos no se den cuenta que siguen aprobando tratados como este que perjudican a la ciudadanía”.

Sin consultar la opinión de la ciudadanía y con una negociación exprés, este martes 21 de julio debe ser discutido en la Sala del Senado el Acuerdo de Libre Comercio entre Chile y Brasil, firmado en tiempo récord por Sebastián Piñera y Michel Temer el 2018. 

Este tratado sería otro de los acuerdos comerciales bilaterales de nueva generación que ya hay vigentes en Chile, esto quiere decir que no solo contempla temas arancelarios sino que también incorpora capítulos sobre asuntos regulatorios que coartan la soberanía del Estado para garantizar la protección de las inversiones extranjeras.

En el año 2018, cuando este tratado fue negociado y firmado, la Plataforma Chile Mejor sin TLC en conjunto con la Red Brasileña para la Integración de los Pueblos, REBRIP, denunciaron que este tipo de tratados son presentados como “modernizaciones” de las políticas públicas, pero solo para aumentar garantías al inversor. Se incorporan capítulos de género, pymes, desarrollo y laboral, pero estos capítulos no tienen ningún contenido vinculante. En cambio, estos tratados sí contienen los nuevos temas regulatorios que atacan la capacidad de los Estados para regular, a través del mecanismo de “buenas prácticas regulatorias”. 

Para Esteban Silva, presidente de Fundación Constituyente XXI el mensaje que daría el Senado al votar este acuerdo esta semana sería que: “Los parlamentarios siguen engañando a los chilenos, porque dicen que están legislando solo para enfrentar esta grave crisis, pero por debajo pretenden que los chilenos no nos demos cuenta que siguen aprobando tratados de desregulación económica y productiva, que solo dañan la industria nacional y la generación de empleos en favor de las transnacionales. Como este acuerdo de libre comercio que es perjudicial para el pueblo trabajador, limita el ejercicio de derechos sociales  fundamentales”. 

Por su parte, María Cecilia Bartholin integrante de Chile Mejor sin TLC indica que: “A pesar de que el Presidente dice que escuchó las necesidades del pueblo, los hechos dicen que no es así, que se vaya a discutir y votar esta semana en el Senado el TLC con Brasil, una vez más a escondidas, a espaldas de la ciudadanía, sin la participación de ninguna organización social o sindical demuestra que el gobierno no ha entendido nada”. 

Este tratado, como los anteriores, va a tener claras ventajas para la inversión extranjera y va a ir en desmedro de  las políticas públicas que pueda implementar el gobierno a futuro, nos amarra nuevamente sin hacer caso de las necesidades que hoy tiene el país, agregó Bartholin. 

La Plataforma Chile Mejor sin TLC, sostiene lo manifestado hace dos años en la declaración conjunta con organizaciones de Brasil: Los tratados de libre comercio tienen como principal consecuencia la reducción de la soberanía política de los pueblos y mejores condiciones para el capital trasnacional. No queremos que ésa sea la forma de la supuesta unión entre Brasil y Chile, puesto que de esta forma solo perderán los pueblos. Nos oponemos tajantemente.

En consecuencia, Esteban Silva llama a las senadoras y senadores a no votar este tratado, no solo a rechazarlo sino a no votarlo en este periodo.
