Comunicado | La Asamblea “Argentina mejor sin TLC” demanda la no ratificación del Tratado de Libre Comercio entre Chile y Uruguay
El TLC firmado por Chile y Uruguay en 2017 se encuentra esta semana a la espera de ser ratificado por los Congresos nacionales de ambos países. Desde la Asamblea Argentina mejor sin TLC rechazamos este Tratado y exigimos a los parlamentarios de ambos países que no ratifiquen el tratado.
No hay Tratados de Libre Comercio que sean “menos malos”. No depende de quién lo firma. Por el contrario, la lógica que está al interior de todos los tratados es la reducción de los derechos adquiridos por los pueblos y el avance de los privilegios corporativos. Estos Tratados no son meros acuerdos comerciales. De hecho, el gobierno uruguayo acepta que el comercio bilateral con Chile es sólo del 5% del comercio total de Uruguay. Por ello es imprescindible desenmascarar el real objetivo de estos tratados: la liberalización y la desregulación, es decir, el retiro de los Estados de la regulación de los servicios públicos y la protección indiscriminada de las inversiones extranjeras.
Por otra parte, al igual que todas las negociaciones comerciales, este tratado fue negociado en secreto, y los gobiernos no presentaron ningún estudio de impacto que justifique esta firma. Sin embargo, veinte años de libre comercio en la región muestran que los efectos de estos Tratados son directos sobre las pequeñas y medianas empresas nacionales, sobre los campesinos, los trabajadores y las mujeres, así como el medio ambiente. Exigimos que no se firmen ni un TLC más, y que se realicen los estudios de impacto en acuerdo con las poblaciones locales, que son las afectadas por estos tratados.
Asimismo, resulta evidente que este Tratado viene a socavar las bases del Mercosur, ya que el objetivo ulterior es la incorporación de Uruguay a la Alianza del Pacífico, a cualquier costo. Es preocupante que se dejen de lado las necesidades de la población en pos de la firma de tratados que acaban con cualquier perspectiva de integración regional bajo conceptos de cooperación y complementariedad. En ese mismo sentido exigimos la no ratificación del TLC firmado entre Chile y Argentina, que avanza en el mismo camino de desregulación que el tratado con Uruguay.
